This discipline matter began before creation of the current Supreme Court. It involves a May 1996 decision by a panel of trial court judges that resulted in a June 1996 judgment. Later, a December 1999 decision by another panel of trial court judges led to a March 2000 amended judgment. The amended judgment was then appealed to the Supreme Court, resulting in 2001 Guam 20.
