Welcome to Civics Education on Guam

The 2016-2017 University of Guam - Judiciary of Guam Master of Public Administration Cohort created the D.R.E.A.M. Project to develop responsible, empathetic, appreciative members within our local community on Guam. The D.R.E.A.M. Project analyzed juvenile delinquent crime trend data,criminogenic risk and need factors, and the gaps in services specific to the island. The project serves as a proactive educational tool that focuses on the law, the cognitive behavioral relationship, and cultural diversity and likeness that can be utilized during and prior to justice system involvement. The ultimate goal of the project was to reduce the incidence of juvenile crime, while providing youth with the knowledge and skills necessary to avert crime and appreciate both rulesand law as they develop into adults.
